The world is unsettled. Protracted conflicts and geopolitical tensions make it clear that peace and security cannot be taken for granted. In the Netherlands, there is growing awareness that Defence cannot do without well-trained reservists. More and more people are consciously choosing to contribute to national security as reservists in addition to their regular jobs. An impressive social commitment that calls for careful agreements with employers - and for which VHP2 has great respect.
Two employments, one responsibility
Reservists have a special position: they combine their civilian job with a position in Defence. Legally, their working relationship with the employer does not change when they are temporarily deployed. Yet not every employer is obliged to cooperate in this, unless agreements are laid down in a collective agreement, personnel regulations or employment contract.
Since a change in the law in 2022, the scope for ancillary work has been increased. Employers may now refuse deployment as reservists only if there are compelling business interests. This is an important step towards greater recognition, but it also requires clear agreements.
Leave, pay and mutual understanding
In some collective agreements, leave arrangements for reservists are well regulated, but far from everywhere. Salary continuation also varies between organisations. Often Defence pays the salary during deployment, and the employer supplements it up to 100%. But that is not a standard. Clear communication and good coordination are therefore essential.
For long-term deployment (at least three months, at least 24 hours a week), employers can receive an allowance from Defence of €55 per working day; for a maximum of one year. This offers room, but requires customisation.
What does this require from employers?
VHP2 believes employers should recognise the social value of reservists. Employees who deploy for our safety deserve not only respect, but also clear and fair agreements. At the same time, we understand that deployment can have an impact on the organisation. That is why we advocate mutual understanding and transparency.
Appointments can be about:
- leave and working hours;
- wage payment;
- pension accrual;
- reintegration after deployment.
